A Message from the CEO and Chief Engineer Janisse Quiñones

As we approach the end of 2025, I want to express my deepest gratitude to all employees for the service, hard work, and commitment that you have shown to LADWP and Los Angeles this past year. Together, we faced unprecedented challenges, and time and time again, you rose to the occasion. You have consistently shown what it means to serve our communities and to serve each other. I consider myself to be incredibly fortunate to be leading an organization where its people show such care and dedication for our customers, our community and our coworkers.

Now, we look back on a year that began with a devastating, wind-driven wildfire destroying our Pacific Palisades community, a tragedy that left no Angeleno, and no part of LADWP, untouched.

Still, we persevered, showing the resilience of our organization and workforce and our enduring commitment to supporting our customers and communities during their times of need. In this, we led LADWP to achieve exceptional milestones over the past year.

In the wake of the wildfires, we restored water quality to affected customers in the Palisades area in record time—just two months after the wildfires broke out. By March 2025, we had restored power to all structures that could be energized.

Over the summer, we successfully transitioned to Workday, improving productivity and employee experience by digitizing and modernizing our payroll and HR processes.

We made significant progress in our goals to increase local water supplies. The year brought approval to double the size of the Los Angeles Groundwater Replenishment Project, key planning milestones for the recycled water program Pure Water Los Angeles, and the start of operations at the San Fernando Groundwater Basin Remediation Program’s North Hollywood Central facility.

With a decade until our goal of 100% clean energy for Los Angeles, we celebrated the completion of Eland Solar-plus-Storage Center, advanced the Scattergood Modernization Project, and fully divested from coal in our power supply in November.

Our customers remain at the heart of what we do. We continued to provide many programs to empower customers to build resilience in their homes, businesses, and communities—including a program to help rebuild more efficient and environmentally friendly homes after January’s wildfires, a no-cost lawn replacement program for customers in disadvantaged communities, and the free Commercial Direct Install program to support small businesses’ energy efficiency.

I am proud of each one of you for continuing our core work to provide equitable, affordable, and reliable water and power for all Angelenos. Your commitment to Los Angeles is what makes us great and helps our city flourish.

As we say goodbye to this year, I wish you all much joy and comfort in however you celebrate the holidays, and I look forward to a new year with new challenges and new opportunities. Together, we are meeting the needs of our city today while shaping our resilient future for tomorrow.
